Southwest Management Services hours are Monday through Friday,
8:30 AM - 12:00 PM & 1:00 PM - 5:00 PM. Bonnie Carlisle is our property manager and can be

Do we have association fees? If so, when are they due?
Yes, we have association fees. They are payable on a
quarterly basis, but are preferred yearly in order to allow the board to handle
emergencies, such as a broken water pump. The rates are $420.00/year or
$105.00/quarter. Invoices are mailed 20-30 days prior to the due date. Failure
to send in your quarterly payment will result in a late fee being assessed. A
lien can be placed against your property for any assessment due for more than
one quarter. All court costs also become your responsibility. If you are unable
to make a payment, please contact Southwest Management Services at 512-266-6771 and ask to speak with Jill to
make financial arrangements.

What are the property manager's assessment collection procedures?
30 Days Delinquent- Statement and “First Notice Letter” shall be sent to property owner with interest due
60 Days Delinquent- Manager shall send “Second Notice Letter” notifying owner of collection cost, and intent to file lien if account is not brought current. $25 Late Fee placed on property owner’s account to cover certified mail sent. Balances accrue 1 ˝% interest per month on unpaid balances. Property owner is informed in the notice they have 30 days to pay their outstanding balance or a $250 lien processing fee will be applied to their account.
90 Days Delinquent- Manager shall send “Final Notice Letter” and statement of account notifying owner that a Notice of Lien is being filed and suit will be filed if the account is not current within 30 days of this notice. Affidavit of lien is prepared, signed by Board member, and filed with County Clerk’s office. The $250 lien processing fee is applied at this time.
120 Days Delinquent- Association attorney shall send “Intent to File Suit Notice” notifying owner of lien amount and all related collection fees, interest, and penalties. On approval by the Board, suit will be filed. Interest Rate on an outstanding balance is to be accrued at the rate of 18% per year or 1 ˝% per month.
This collection policy can be revised at any time with written notice to all parties.

I read in the newsletter questions concerning basketball
goals. Where may I place mine?
Portable basketball goals should be located in your driveway
or yard, when in use. They are not allowed in the street, or anywhere in your
yard that causes players to use the street in order to play, even in a
cul-de-sac. Also, sidewalks cannot be blocked by the basketball goal at any
time. When finished using the unit, it should be broken down and moved out of
site. Permanent units should be positioned perpendicular to the drive way,
again prohibiting play that promotes usage from a street.

How long can I leave my trashcan in front of my house?
Trashcans should only be in sight on trash collection days.

Can I keep my boat at my house?
Just like the trashcans, cars, and basketball goals, we have
guidelines within our neighborhood. For further information on boat storage,
please refer to the Deed restrictions found in the Documents section.

Can I build a deck or storage barn in my backyard?
Yes. Download and complete the
Architectural Committee Application for Exterior Modifications form. Submit the form and your plans to Tami at Southwest Management Services.

Can I park my car in the street?
Cars may only be parked in the street for a period not to
exceed 12 hours within a 24 hour period.

Can I attend the monthly board meetings?
Yes. It is encouraged. It is your neighborhood, and your
involvement is greatly appreciated. Plan on arriving a few minutes early due to
limited seating.

What can I do to become active in our neighborhood?
To see what opportunities are available, please attend the
monthly meetings. Another way to find opportunities is to review the
monthly newsletter and website using the Community tab.

Who do I call if I suspect vandals or see other suspicious
activity?
Williamson County Sheriff at 943-1300, or 911 if it is an
emergency. Officer Ron Marsh and/or Steve Shanks attend each monthly meeting. You
are welcome to attend the meetings to hear the latest about our neighborhood.

Who provides utility services to Vista Oaks?

Electricity is supplied to Vista Oaks from Pedernales
Electric Cooperative, Inc. The district office is located in Cedar Park. You
can contact them at 331-8883. Gas is supplied and maintained by TXU GAS. For
leak or damaged lines contact 1-800-817-8090. For Customer service please
contact 800-460-3030. ECO Resources is responsible for trash pickup. Eco
subcontracts with Round Rock Refuse. ECO's phone number is 335-7580.

Who maintains the roads in Vista Oaks?
Williamson County Road Administration. Call them at 930-4300
for any street issues.

Who is responsible for the streetlights in Vista Oaks?
Street light outages should be reported to Pedernales
Electric Cooperative. The developer, in coordination with PEC, installs
streetlights based on PEC specifications (location, spacing, etc.) Our
subdivision has the minimum amount of lights based upon the county standards.
We are not in violation.

Why do we have a secure section on the website?
Our site does not contain any topic secret high level
information. We have simply chosen to password protect certain sections to
prohibit the casual surfer from accessing data that we feel is of little or no
value to them.

What does our Vista Oaks board really do?
First and foremost they are made up of volunteers to serve
our association
and you. The Vista Oaks Owners' association elects a Board of Directors who are
responsible for overseeing applicable neighborhood management affairs and
concerns. The Board coordinates and supervises these affairs and concerns, with
the selected management company, for appropriate action when necessary. Board
elections are held each February. All positions are strictly voluntary. Each
member is elected to the board for a three-year term. Officers are elected to
one-year terms and serve from March through February. Vista Oaks homeowners
interested in serving on the board, participating on any of the committees, or
helping with any of the events, should contact a board member, the Southwest Management Services, or check for current information in the Vista, our
bimonthly newsletter, or this website.

What is the speed limit in the subdivision?
At this time, the speed limit ranges from 35mph to 25mph.

My business provided me a vehicle that has advertising on it.
Is it permitted in Vista Oaks?
Provided the vehicle can be parked everyday within your
garage and the door closed it is acceptable. Vehicles in the
driveway/street with advertisements are not permitted. Note: Using magnetic
signs is a great alternative, as these can be removed from the vehicle each
day.

Can I take my dog into the playscape area?
No. While the animal, cat, dog, ferret, bird or other
domestic, exotic animal may be great around children, do to sanitary concerns
residents have voiced concerns and have requested that you please leave your
animal out of the children's playscape area.

When is the pool open for use?
The Vista Oaks Pool is open year round from 6 AM to 10 PM seven (7) days a week. The pool is subject to closure for a few hours during cleaning which occurs three (3) times per week. The lifeguards start Memorial weekend and then every day during the school summer break.

I live on the west-side of Vista Oaks and someone told me we
are getting a pool. Is this accurate?
No. This has been a rumor for years and years. The original
developer built one recreation center for all Vista Oaks residents.

What about mailboxes for the west-side?
Back in the 80's when the original developer constructed
Vista Oaks there were separate mailbox kiosks. When the second developer took
over they decided to donate a drive in, covered and lighted mailbox station for
all residents on the east half. This was at their cost. Not the residents of
Vista Oaks. When construction started on the west half the issue was raised by
the VOOA board. The developer declined to commit to a west-side covered mailbox
area do to a lack of available property and costs. Past and current VOOA Boards
have struggled with this topic. The cost of the structure is slightly more than
$100,000.00. Also, we must purchase the land. The property at 1431 and Royal
Vista would be our only available section. Current asking price is
approximately $300,000.00

Is it safe to keep my garage door open 24 hrs a day?
Vista Oaks has security that patrols our area and many of us
enjoy the low crime rate in our neighborhood, however some of the crimes that
have occurred in our area were items stolen from garages that were left open.
The neighborhood watch program and security officers encourage you to please
keep your garage closed when not in use. Also to many, open garages do not
display the most aesthetically pleasing qualities of our neighborhood.

Is it really an issue if I block the sidewalk with my
vehicle?
Yes it is. It is simply an issue of safety. Vista Oaks has
many small children and folks that walk and exercise. When you block the
sidewalk, folks are forced to enter the street to go around your property. That
is not safe. We all have guests, events, parties etc. that will cause the
sidewalk to be blocked temporarily from time to time.

I contacted the management company regarding a neighbor
violation. It has been a few days and the violation is still occurring, why?
Once a violation has been reported to the property management
company they follow a process set in place by the VOOA board. First an
infraction letter is sent to the resident calling attention to the issue. Most
residents will resolve the issue at this stage. However some do not. After a 5
business day window the residents situation is reviewed by a board member,
security officer or property management representative. If the issue is still
pending, a second letter is sent via regular and certified mail, indicating a fine will be imposed if the issue
is not resolved. The process is repeated. If the situation continues without change or the homeowner fails to notify the management company with their intent to fix the outstanding issue in a timely manner, a fine will be imposed until the violation is resolved. So, while it may appear that nothing is happening, there is a
process in place giving the homeowner opportunity to resolve the issue.
